Implementation of OBC Reservation

Reservation of seats for candidates belonging to OBC Category (NON-CREAMY LAYER) will be implemented in the admissions to all the IISER for the academic session 2008-09 as per the Office Memorandum (No.1-1/2005-U.1.A/847 dated April 20, 2008) received from the Ministry of HRD, Government of India.

The number of seats available to OBC candidates in each of the IISERs is given in the table below:

Candidates who have declared themselves as OBC and are listed in the JEE 2008 merit list or in the extended merit list will be considered for the purpose of OBC category. However, the eligibility of OBC candidates for such a reservation would be checked at the time of counseling. All OBC candidates are advised to ascertain that:

  1. they belong to one of the castes listed against the State of their residence on the web site of National Commission of Backward Classes (NCBC) i.e. they belong to the central list of OBC ( visit the link http://ncbc.nic.in/backward-classes/)

  2. they are excluded from the creamy layer as provided in the OM No. 36012/22/93-(SCT) dated 8th Sept., 1993 of the Ministry of Personnel, Public Grievance and Pension, Department of Personnel and Training as amended by that department vide OM No. 36033/3/2004-Estt.(Res) dated 9th March, 2004 and any other notification that may take place before counseling. In order to ensure that the benefit of reservation is given only to OBCs belonging to non-creamy layer as per the above mentioned Office Memorandum, candidates belonging to OBC category would be required to produce an original certificate in the prescribed format ( see Annexure 1) at the time of Counselling. The certificate should clearly state that the candidate does not belong to the Creamy Layer. In addition each OBC candidate will have to give a self declaration cum undertaking on the performa ( see Annexure 2)

The authorities competent to issue Caste Certificates are indicated below:

  • District Magistrate / Additional Magistrate / Collector / Deputy Commissioner / Additional Deputy Commissioner / Deputy Collector / Ist Class Stipendiary Magistrate / Sub-Divisional magistrate / Taluka Magistrate / Executive Magistrate / Extra Assistant Commissioner (not below the rank of Ist Class Stipendiary Magistrate).

  • Chief Presidency Magistrate / Additional Chief Presidency Magistrate / Presidency Magistrate.

  • Revenue Officer not below the rank of Tehsildar’ and

  • Sub-Divisional Officer of the area where the candidate and / or his family resides.
